STOCKBROKER AND SECURITIES DISPUTES SINCE 1973 William P. Torngren opened his own law office 1994 to allow him to provide creative and personalized legal services without the inertia and bureaucracy inherent in a larger firm. He desired to get back to working closely with clients to resolve disputes. He sought to use his broad range of experience in a firm with a narrowly focused practice. He believed that he then could work with clients, other attorneys, and other professionals efficiently, effectively, and economically. We hope that this allows us to bring experience and creativity to assist in resolving our clients’ legal problems and to do so with sensitivity, compassion, and enthusiasm. Becky J. He graduated from the University of California’s Hastings College of the Law with honors in 1973. He was editor-in-chief of The Hastings Law Journal and a member of the Thurston Society and Order of the Coif. He received a B.S. degree in Business Administration from the University of California, Berkeley, in 1966. He was a Regents Scholar upon admission to the University. Mr. Torngren retired from the Naval Reserve as a Captain and, while on active duty, qualified in submarines. He is a member of the Public Investors Arbitration Bar Association, as well as state and national bar associations. Immediately before opening his own law office in 1994, he was a founding partner of a midsized securities, business, and litigation firm. There, he served as managing partner and head of the litigation group. He was lead counsel in two securities class actions arising out of the sales of limited partnerships and tax shelters. Mr. Torngren brings a broad perspective to his practice. Since 1973, he has worked in many facets of the law including securities, antitrust, and general business litigation, securities issuance, registration, and compliance, attorney and accountant liability, competitive abuses and practices, real estate fraud, and corporate disputes. His experience covers business and securities transactions in addition to litigation and investigations. He also has served as an arbitrator or a mediator in disputes and trained arbitrators and mediators for the AAA. Mr. Torngren participates as a panelist and a speaker on securities compliance and litigation, abuses in securities markets, investment fraud and remedies, federal litigation, and civil RICO. The sponsors of the panels and his speaking engagements include California Continuing Education of the Bar, Lorman Education Services, the Sacramento County Bar Association, the Sacramento and Desert chapters of the CPA/Law Forum, The OTC Review, Capitol City Consumer Attorneys, the Sacramento Chapter of CLUs, and the Desert Chapter of the California Society of Accountants. She graduated from Redlands University with a B.S. degree in Business Administration and from Loma Linda University with a degree in Respiratory Care. She has a Masters in Public Administration from the University of San Francisco. From 1980 to 1991, she was the Director of Respiratory and Pulmonary Care for a small hospital.
